The modest decline in apply starts from federal employees that marked the start of the week appears to have leveled off in recent days. Throughout the shutdown, application activity has remained higher than in the two weeks leading up to it.

Applications from federal workers spiked on October 7, then eased slightly in the days since — though they remain above where they were prior to when the shutdown began on October 1st. With RIFs impacting a relatively small percentage of federal workers and court actions pausing new layoffs, federal workers are searching for work less urgently than they did last week. However, a broader view shows that federal workers are still searching for jobs at rates that far exceed the pre-2025 norm, with applications remaining 160% above where they were to start the year.
