Rising unemployment alongside <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/cwyp7v7r28yo\" target=\"_blank\" rel=\"noreferrer noopener\">weak GDP growth<\/a> could tip the balance on the Bank\u2019s Monetary Policy Committee (MPC) in favour of looser policy to support the economy. If tomorrow\u2019s data show a further easing in inflation, as expected, the final potential stumbling block to lower rates should be cleared.\u00a0<\/p>\n\n\n\n<p>The latest ONS figures showed the unemployment rate ticking up to 5.1% in the three months to October, its highest since January 2021. Vacancies remained relatively stable, but payrolled employment continued to fall while regular wage growth eased further to 4.6% year-on-year. Regular pay growth in the private sector slowed to 3.9% year-on-year, while annual public sector pay growth rose to 7.6%, but the latter was affected by <a href=\"https:\/\/www.ons.gov.uk\/employmentandlabourmarket\/peopleinwork\/employmentandemployeetypes\/bulletins\/averageweeklyearningsingreatbritain\/latest#:~:text=Sector%20and%20industry-,Figure%204%3A%20The%20regular%20annual%20public%20sector%20growth%20rate%20is%20strong%20but%20was%20affected%20by%20some%20pay%20rises%20being%20paid%20earlier%20in%202025%20than%20in%202024%2C%20causing%20a%20base%20effect,-Average%20weekly%20earnings\" target=\"_blank\" rel=\"noreferrer noopener\">base effects<\/a> as some public sector pay rises were paid earlier in 2025 than in 2024.<\/p>\n\n\n\n<p>While some of the recent softness in hiring may reflect pre-Budget uncertainty, the stagnant growth data suggests that a more fundamental loss of momentum in the economy is weighing on employment. Looking ahead, planned increases in the <a href=\"https:\/\/www.gov.uk\/government\/publications\/minimum-wage-rates-for-2026\" target=\"_blank\" rel=\"noreferrer noopener\">minimum wage<\/a> and the <a href=\"https:\/\/www.bbc.co.uk\/news\/articles\/c9w7v0w74qjo\" target=\"_blank\" rel=\"noreferrer noopener\">expansion of workers\u2019 rights<\/a> are set to be further headwinds to labour demand in 2026, particularly in lower-paid sectors where job postings are already down 9% year-on-year and <a href=\"https:\/\/www.hiringlab.org\/uk\/blog\/2025\/12\/09\/indeed-2026-uk-jobs-hiring-trends-report\/#:~:text=This%20divergence%20has%20been%20partly%20driven%20by%20the%20slowdown%20in%20hiring%20demand%20in%20sectors%20including%20retail%2C%20hospitality%20and%20leisure%2C%20which%20employ%20large%20numbers%20of%20lower%2Dwage%20staff%20and%20have%20been%20hit%20hardest%20by%20increased%20payroll%20costs%20and%20significant%20minimum%20wage%20increases.\" target=\"_blank\" rel=\"noreferrer noopener\">trending weaker<\/a> than higher-paid occupations.<\/p>\n\n\n\n<p>Hospitality and retail, already disproportionately affected by last year\u2019s rise in employer National Insurance contributions, have seen hiring capacity eroded. These sectors traditionally provide key entry points for younger workers, and their weakening outlook raises growing concerns about rising youth unemployment.
